Professional Experience 

2018-2017, Consultant to FEMA on public agency grants for infrastructure restoration with mitigation for future conditions, prepared decision documents on significant or questionable costs. 

2013-2009, Principal Project Manager for World Bank affiliate’s Strategic Environmental Review in Ukraine for feasible renewable energy opportunities, including environmental, transmission, regulatory, and stakeholder issues. On other infrastructure projects led industry and federal/state government teams on comprehensive environmental and economic feasibility reviews of major projects, including energy, transportation, and water resources, and stakeholder participation.

2009-1985, Senior Project Manager, industry and federal/state government teams on comprehensive NEPA and economic feasibility reviews of major infrastructure projects, including stakeholder participation. Projects included electric power transmission, generation, and regional grids; FERC-regulated natural gas transmission, water resource and wastewater treatment systems, and transportation projects.

1983-1974, Manager of Environmental Affairs for proposed FERC-regulated Alaska natural gas pipeline to West Coast and Central US; Trans-Alaska Pipeline, Restoration Supervisor and environmental compliance and permafrost protection during construction.
