Mr. Starr is a member of the Principal Professional Staff at the Johns Hopkins University Applied Physics Laboratory where he serves as the Assistant Program Manager for Advanced Projects in the Air and Missile Defense Department. Before coming to the Applied Physics Laboratory, he was a career officer in the United States Air Force. In his career, Bill has been involved in engineering tasks ranging from the analysis of foreign weapons systems, system test and evaluation, system requirements development, system design and development, and program management.
