Personal Bio

Professor Gorski obtained his Bachelor of Science at Frostburg State University majoring in both Wildlife & Fisheries Mgmt. with minors in Biology and Chemistry.  He obtained his Juris Doctor and a Master of Studies in Environmental Law, cum laude, at the Vermont Law School.  He has over 25 years of experience in environmental, agriculture, natural resources, land use and administrative law.  He provides advice and counsel to private individuals, small businesses and national/multi-national businesses, county and municipal governments and other governmental entities on matters involving environmental compliance, Critical Area and wetlands regulation, hazardous and solid waste management, Brownfields Redevelopment and Voluntary Cleanup,  environmental permitting and related litigation and general land use law including planning, annexation, rezoning, Development Rights and Responsibilities Agreements and water and sewer capacity allocation.  In addition to advice and compliance counseling, he represents clients in State and federal courts and administrative forums, including both trial and appellate advocacy.

Prior to entering private practice in 1997, Tony served as an Assistant Attorney General from 1991 to 1997 representing the Maryland Department of the Environment's solid waste, oil control, water pollution and hazardous waste and other programs.  Since 1997, he has been in private practice in Annapolis, continuing to focus his efforts in the environmental and land use fields.  Prof. Gorski has taught Environmental Law for Engineers and Scientists in JHU's Grad Engineering Program, both on campus and on-line, since the mid 1990s.  He previously taught Environmental Law to undergraduate paralegal students and is currently teaching Agricultural Water Quality Policy to upper level undergraduate students in the Univ. of Maryland's College of Agriculture and Natural Resources, Department of Agriculture & Resource Economics.
