Dr. Julie Obenauer-Motley is a Senior AI Analyst and Sr. Technical Advisor at the Johns Hopkins University Applied Physics Lab. Their current work focuses on advising senior U.S. and Department of Defense leaders on AI policy, governance, and implementation. They lead the AI and Autonomy for Strategic Advantage capability advancing AI strategy, research, and operational integration. Their work translates the complex realities of AI into actionable guidance, enabling institutions to harness AI while managing risk with precision and foresight. They have led strategic workshops and high-level working groups on generative AI, high-consequence AI applications, and human enhancement technologies. They have also authored and supported guidance, policy, and practice across the DoD, including within CDAO, DOT&E, and OUSD directorates and international fora.

Prior to their AI work, they served as a Sr. Statistician, consulting on both qualitative and quantitative methods across JHU/APL. Their expertise included natural language processing, predictive geospatial analytic using machine learning, Bayesian approaches, and design and analysis for cohort studies, pilot studies, surveys, structured interviews, and Delphi methodologies.

Dr. Obenauer-Motley holds a Doctor of Public Health from East Tennessee State University and a Master’s in Health Science from Johns Hopkins Bloomberg School of Public Health, both in Infectious Disease Epidemiology, and Bachelor’s in the History of Science, Technology, and Medicine from the University of Florida.
