Mr. Starr served as a member of the Principal Professional Staff at the Johns Hopkins University Applied Physics Laboratory as the Program Manager for Advanced Systems in the Air and Missile Defense Department. Before coming to the Applied Physics Laboratory, he was a career officer in the United States Air Force.  Throughout his military and civilian careers, totaling more than 40 years, Bill has been involved in engineering efforts ranging from the analysis of foreign weapons systems, system test and evaluation, system requirements development, system design and development, and program management.
